Prohibits the department from annually committing more than a certain percentage of revenues derived from state fuel taxes and motor vehicle license-related fees to public transit projects; replaces the term public-private partnership agreement with the term comprehensive agreement; prohibits additional metropolitan planning organizations from being designated in this state after a specified date; creates within the department a local agency program for a specified purpose.
