Progressive Design-Build – Implementation on a Complex Urban Bus Division Replacement Project/WMATA Capital Projects Update

This presentation was recently included in the 2022 Transportation / Aviation Conference in April and we are excited to bring this to our Local Chapter

WMATA was faced with the challenge of how to replace a 100 year old bus maintenance division in a dense urban neighborhood in Washington. With close neighbors who had significant concerns about the facility remaining in their neighborhood and the additional challenge of the facility being listed on the National Register of Historic Properties, WMATA knew this would not be an ordinary bus division modernization project. With these challenges in front of them, WMATA understood extreme collaboration was going to be needed to assure a new bus division could be constructed to continue to serve some of their highest density routes in downtown DC and they elected to use Progressive Design Build for the first time after having used traditional DB for nearly two decades. This presentation will walk through the many complex challenges including responding to a WMATA board action to add full ZEB capabilities to the building after 75% design was complete, and solutions the team developed throughout the design development preconstruction phase, collaboration tools used to obtain jurisdictional approvals and the open book cost development process used to finalize the construction phase cost, schedule, risk allocation and award of the phase 2 firm fixed price.
