SW Conference Webinar Series: Collaborative Delivery Done Right: Wichita’s Northwest Water Treatment Facility

As the 2nd largest progressive design-build project in the water sector ($524M) Wichita’s NWWTF has all the ingredients to be one of the most interesting and successful water projects in the country. The panel will include the City of Wichita’s Project Manager, Owner’s Site Representative (OSR, Garver) and the design-build prime Wichita Water Partners (joint venture team of Burns & McDonnell and Alberici) and cover the project planning, procurement process and execution through Phase 1 of the project.

About the Presenters

David Kinchen, DBIA currently leads Burns & McDonnell’s water services in the Southwest, including Texas and surrounding areas. Throughout his over 30-year career, David has led multidisciplinary teams and managed nearly $1 billion in projects across multiple industry sectors including municipal and industrial water and wastewater.

Steve Jones, PhD, PE is a Senior Vice President and Director of Water Services for Garver, a multi-discipline consulting engineering firm. Steve has over 30 years experience in the design and implementation of water and wastewater utilities infrastructure. He serves as senior project manager and provides process design quality control on projects involving conventional and advanced water and wastewater treatment including chemical, physical, and biological systems. He currently serves as a Board Member on the National Science Foundation (NSF) Membrane Applied Science & Technology (MAST) Industrial Advisory Board.

During his 28 years with the City of Wichita, Bill has been directly involved with many different areas of Public Works & Utilities. He held a key role in the initial implementation of AM/FM-GIS in the utilities; has been a key part of the City’s team on each water and sewer master plan update as well as the hydraulic modeling of the water distribution and sewer collection systems. He has taken the lead in several larger scale emergency situations in the utilities and is continuing to assist with improvements in the utilities by implementation of a further developed computerized maintenance management system and asset management concepts.
