New York City’s Borough-based Jail Program will use design-build to deliver four new jails to replace Rikers Island. These jails will be far more than just new buildings, they’re at heart of an entirely new corrections system which will be smaller and, according to city leaders, “built upon a foundation of dignity and respect.” This first of its kind design-build program will help transform the city’s correctional approach by treating jails as civic assets to provide a better life for detainees, support smoother transitions back home, and serve as resources for the community.
Craig Unger, FDBIA, worked with the Justice Department for decades and is the New York City’s Department of Design and Construction’s Owner Advisor. He says this opportunity for the design-build industry is historic.
