Moderator: Ross Davidson, Assoc. AIA, FHFI, DBIA, Department of Veterans Affairs

Ross Davidson is the Associate Executive Director for the Office of Facilities Planning (OFP) at the Department of Veterans Affairs (VA). A retired U.S. Army Colonel, he has extensive experience in planning, design, construction, and logistics of medical and research facilities. He received several awards for his service, including the Legion of Merit and the Bronze Star. Davidson holds multiple advanced degrees, including a Master of Urban Design and is a Fellow with the Health Facility Institute.

 


Reggie Jones, DBIA, Fox Rothschild LLP

Reggie Jones is Chair of Fox Rothschild’s Federal Government Contracts Group. His practice centers on complex claims prosecution and defense; federal contract compliance, including ethics programs and internal investigations; and general counsel services. He represents national and international corporations, including defense contractors and suppliers, design and engineering firms, national construction contractors, and has provided litigation support to the National Nuclear Security Administration. Jones serves on the Board of Directors of the Washington Building Congress.

 


Tracy Marcinowski, General Services Administration

As the Assistant Commissioner for Acquisitions at the General Services Administration (GSA), Public Building Service, Tracy Marcinowski is responsible for the GSA’s acquisition environment, including policy development, acquisition reform initiatives; category management; and Acquisition Workforce development and career management. She began her contracting career as an Air Force active duty Contracting Officer, serving all over the world, and has served in roles with the Department of Defense, the U.S. Coast Guard and the Department of Veterans Affairs. She is Level III Federal Acquisition Certification—Contracting (FAC-C) certified and holds an MBA from Saint Leo University and a Master’s of Contract Management from American Graduate University, as well as a graduate certificate in Program Management.


Stacy Percoski, The Whiting-Turner Contracting Company

Stacy Percoski is a Vice President at Whiting-Turner Contracting Company. She joined Whiting-Turner in 1996 as a Project Engineer after graduating from the University of Delaware. Entering her 27th year at Whiting-Turner, she is currently a company executive that oversees an operating group of engineers, managers and superintendents whose experience is focused in the federal science and technology industry. She is also a founding member of Whiting-Turner’s Diversity and Inclusion Council (DAIC) and serves as an Associate Chairperson and champion of the council’s committees and Employee Resource Groups.
