Douglas Herbst, DBIA has more than 35 years of experience with the development, procurement, negotiation and implementation of Collaborative Project Delivery, including CMAR, DB, DBO and other forms of Public Private Partnerships, involving ownership and financing. He also has experience with outsourcing operations and maintenance services. As a public owner advisor, he has advised many state and local governments on the many aspects of collaborative delivery feasibility, evaluation, procurement and implementation. As a private sector service provider he has developed, structured and negotiated numerous collaborative delivery transactions. This unique experience allows Mr. Herbst to understand how projects need to be procured, structured and implemented to be successful and beneficial to all parties.
He is past President and Chairman of the Southwest Region of the Design Build Institute of America (DBIA) and current Board member. He is currently a member of the DBIA Water and Wastewater Committee, Public Private Partnership Committee and the water industry representative on the Best Practices Committee and assisted in the development of the DBIA’s Design Build Best Practices. Mr. Herbst is one of the co-authors of the DBIA’s Water and Wastewater Best Practices which supplements the universal Best Practices document. Mr. Herbst is the former President and Chairman of the Board of the National Council For Public Private Partnerships and former Chairman of its Water Institute.
