Michael C. Loulakis

Michael C. Loulakis is the founder of Capital Project Strategies, LLC, a specialized consulting firm that provides strategic procurement, contracting and risk management advice to clients who develop and construct capital projects. Mr. Loulakis has an extensive and diverse background in the design-build process, including substantial experience on complicated transportation and water projects delivered through design-build or under other PPP processes. Mr. Loulakis also has a broad background in representing private sector owners in the power, petrochemical and process industries, helping them with project delivery issues, risk management and contract execution.
Mr. Loulakis is currently engaged on several large, complex design-build projects. He represents the Metropolitan Washington Airports Authority on the $2.5 billion Dulles Rail project, one of the largest and most complicated design-build projects in the country. He is representing the Southern Nevada Water Authority on the procurement and contracting for the Lake Mead tunnel project, which involves a three-mile tunnel under the lake. Mr. Loulakis is also currently representing Dow Chemical in procurement and claims issues on the multi-billion Olefins 2 petrochemical project in Kuwait. In addition, he is a member of several consulting teams representing the interests of transit and transportation agencies on their design-build and PPP procurement and contracting practices, including the Virginia Department of Transportation.
Mr. Loulakis writes and speaks extensively on design-build, and is the author of several highly regarded design-build publications, including his annual “Design-Build Lessons Learned” series. He has been an active member of DBIA since its formation in 1993, and has served on the Board of Directors and drafted DBIA’s model design-build contracts. Mr. Loulakis has a civil engineering degree from Tufts University and a law degree from Boston University School of Law.
