Working to Bring Design-Build to Every Community

Once considered an “alternative” form of project delivery, design-build is now the fastest growing and most commonly used project delivery system. Nearly half of all design and construction projects in the United States are being delivered using some form of design-build. It is widely used for both private and public sector (federal, state and municipal) projects. It is used across all project types, including vertical (building) construction, transportation and water/wastewater markets.

Design-build is a better way to build and we want everyone to have the right to use it. DBIA monitors design-build legislation in all 50 states and at the federal level to ensure our legislative leaders understand the value design-build delivers to projects of all sizes, in all sectors from coast to coast. Our goal? To have full design-build authority in every state and greater use of Design-Build Done Right® by Federal Agencies.

Design-build is authorized at the Federal level and to varying degrees in each state and locality. 

State

When DBIA was founded in 1993, only two states had authority to use design-build. Today, thanks to a consistent track record of extraordinary project outcomes in every region of the United States and sector of the industry, only two states limit agencies’ use of design-build.

Federal

Federal agencies have used design-build since passage of the Federal Acquisition Regulation (FAR) in 1996. We continue to work with Congress and the White House to ensure Design-Build Done Right® best practices are supported by federal regulations to deliver the highest-quality projects possible.

DBIA offers a number of legislative resources to help guide project delivery decision-making in our online Bookstore, including:

  • Guide for Enactment of Design-Build Legislation: This guide creates a road map to secure approval of collaborative project delivery methods, specifically design-build, by legislative and regulatory bodies, as well as stakeholders in the design and construction industry.
  • Model Legislation: DBIA developed this sample model legislative language for Best Value Selection and Progressive Design-Build, which can be used as drafted or modified to meet the specific requirements of the state government or legislators.
  • State Statute Report: A guide to state design-build laws providing Owners, lawmakers and industry professionals with the statutory information needed to guide their project delivery decision making.

Despite design-build’s impressive growth from what was once considered an alternative project delivery method to one that is now more mainstream, there are still many myths surrounding design-build, and it’s important to dispel them by providing the facts.
