Brandon Dekker, LEED GA, DBIA

Brandon Dekker is a Principal and Irvine/San Diego Office Practice Leader for CannonDesign where he has been in a leadership role for the past 18 years and has been in the field of design and construction for 24 years. Brandon was a Past President for the Southern California Construction Management Association of America (CMAA) in 2021 and is the current CMAA Foundation Board Chair. He also was the 2022 Board President for DBIA’s Western Pacific Region where he is also a Progressive Design-Build and Legislative Advocacy committee member and led the passage of Senate Bill 706 for California in 2023.
Additionally, Brandon is a DBIA National Legislative Committee Member. Brandon also sits on the Board for the California Community College Facility Coalition (CCFC) where he has served since 2019. Brandon has a master’s degree in construction management from Drexel University’s College of Engineering and is a graduate of Stanford University’s Graduate School of Business Leadership in Innovation and Entrepreneurship Executive Program.
Seema Javeri, PE, PMP, SSBB, CCM, DBIA
FHWA Major Project Team Lead, Federal Highway Administration/DOT
Seema has a 30-year career in government transportation, with 12 years at USDOT, including roles in the Federal Highway Administration and Federal Railroad Administration, and 18 years at the Florida and Washington State DOTs. Notably, she spearheaded Design-Build projects with these agencies achieving success across her tenure. As FHWA’s Major Projects Team Lead, Seema oversees policies and procedures for the highest risk and highest profile transportation projects across the country. She previously led the FRA national engineering team for oversight of multimodal rail transportation projects, valued over $100B.
She holds a bachelor’s in civil engineering from the University of Florida, and dual master’s degrees in civil engineering transportation and engineering management from the University of Central Florida. Her previous involvement with the American Society of Civil Engineers (ASCE) spans both local and national levels, showcasing her commitment to advancing the engineering community. Seema has earned nine distinguished awards for her significant contributions to state and federal projects, cementing her impact in the engineering field.
James Kehoe, DBIA
VP, Development Services, VanTrust Real Estate LLC
As Vice President of Development Services in the Dallas office of VanTrust, Jim Kehoe is responsible for the successful delivery of projects in the southwest region. Jim is an experienced development and construction management expert responsible for coordinating all aspects of VanTrust’s design, construction and overall development. He has more than 31 years of experience in commercial real estate construction and development. His project experience includes office, industrial, retail, mixed-use and multifamily developments.
Jim’s background in development, civil engineering education, and industry connections enable him to coordinate all aspects of design and construction at VanTrust to ensure budget, quality and on-time delivery.
Charlie Rocheleau, LEED AP, DBIA
Regional Vice President, Haskell
As Regional Vice President, Charlie is an officer of The Haskell Company and supports work acquisition and project development in Water, Healthcare, Municipal, Education, Federal and Religious and Cultural markets. For over 25 years, Charlie has supported collaborative delivery, primarily design-build projects, and focused on the Water and Municipal markets. His responsibilities include execution of business plans in support of financial forecasts. Specific roles include supporting marketing, business development, estimating, preconstruction services, and project development.
Charlie’s professional association work includes serving on the DBIA Florida Board, where he has held positions as Vertical Market Chair, Secretary, Vice-President, and President, and being an active participant on the DBIA National Best Practices Committee. Charlie is currently active in the DBIA SE – Carolina chapter. Other roles include participation in the annual membership campaign for the Association of Builders and Contractors – Florida East Coast Chapter and active membership in the Water Collaborative Delivery Association. He holds a BS in Building Construction from the University of Florida.
Holly Streeter-Schaefer
Attorney, Burns & McDonnell Engineering Company, Inc.
Holly Streeter-Schaefer is a highly accomplished attorney bringing over 20 years of experience in construction law and a unique blend of technical and legal expertise to her role. Her background as a construction engineer brings an unparalleled understanding of the industry’s intricacies, providing insightful and effective solutions to complex legal challenges. She has made significant contributions to the practice of design-build, specializing in alternative project delivery contract review and negotiation, risk management, litigation, insurance issues and dispute resolution. She has successfully managed and resolved claims exceeding $100 million, negotiated intricate design-build contracts for projects ranging from $1 million to over $250 million, and implemented innovative claim management systems.
Prior to joining Burns & McDonnell, she held key positions at major national law firms and an ENR Top 400 construction company. Her dedication to the AEC industry is evident in her leadership within organizations like NAWIC, serving as chair of the code board of appeals for a local municipality and as an assistant teaching professor in Iowa State University’s College of Engineering.
