The bill changes the timeframes for when specific provisions apply to public institutions of higher education and the Department of Central Management Services. House Bill 3703: West Cook Flood Prevention District Act

Summary: The bill creates the West Cook Flood Prevention District Act. This establishes the West Cook Flood Prevention District for the purpose of managing the water that flows into the Town of Cicero sewer system, which includes connected sewer systems; provides that the territory of the district is the corporate limits of the Town of Cicero as well as the portions of the City of Berwyn, the Village of Oak Park, and the City of Chicago from which sewage or stormwater is discharged into the Town of Cicero sewerage system.

Design-Build Impact: The district is allowed to use design-build for its projects that fall under this act as long as the board of trustees approves the contract for the public project by a vote of at least 5 trustees and as long as these public projects are not subject to the competitive bidding requirements outlined within Section 115 of this bill.
