House Bill 1003: Commission Modifies Boards Rules and Authority

Summary: The bill relates to commissions; makes changes to requirements for the readoption of administrative rules; repeals, merges, consolidates, or otherwise modifies various boards, commissions, committees, councils, authorities, and funds; removes certain appointed members from various boards, commissions, and districts; modifies the appointing authority for particular funds, boards, and councils. It is also provided that the professional licensing agency may adopt and enforce procedural rules for the administration of a board.

Design-Build Impact: Before entering a design-build contract, a public agency must now appoint a technical review committee of at least three individuals which include a representative of a public agency, or at least two but not more than one of a registered architect or professional engineer, this architect or engineer may be a qualified contractor or person employed by said contractor, an employee of a public agency, or an outside consultant retained by the public agency for the specific purpose of evaluating proposals. The above three may be full members or non-voting advisors of this committee of 3. These will be additional guidelines that those looking to enter into a design-build contract with a public agency within the state will have to consider when attempting to obtain an accepted bid.

House Bill 1057: Public Works Projects

Introduced: Representative Timothy Wesco (R-021)

Summary: Mainly relates to public works projects. With the bill providing that a contractor that employs 10 or more employees on a design-build public works project must provide its employees access to a training program applicable to the tasks to be performed in the normal course of the employee’s employment with the contractor on the public project. Also requires design-builders and any member of a team working on a design-build public works project to comply with certain statutes.

Design-Build Impact: Design-build public works projects within the state would have to adhere to these new guidelines going forward if this bill is passed.

Last Action: March 6, 2026: The bill was referred to the HOUSE Committee on EMPLOYMENT, LABOR, and PENSIONS. The bill has a Governor’s deadline of March 13.
