House Bill 652: Transportation Goods Unit Pricing Cost

Summary: The bill’s main purpose is to modify the calculation of transportation goods and their unit pricing cost. With a rolling three-year average being used.

Design-Build Impact: NCDOT shall adopt procedures in all stages of the construction process to streamline project delivery, including consolidating environmental review processes, expediting multiagency reviews, accelerating right-of-way acquisitions, and pursuing design build and other processes to collapse project stages. This method is mainly to ensure that no Highway Division shall exceed a ten percent (10%) variance over a baseline unit price set for that year. This all could end up impacting the completion process and engagement with design-build projects that the state’s transportation authorities engage in.

House Bill 696: Health Care

Introduced: Representative Larry Potts (R-081)

Summary: The bill mainly focuses on budgetary adjustments, and makes other changes in the budget operations of the State. This includes allocating funding for the Piedmont Triad Airport project.

Design-Build Impact: NCDOT will receive an allocation of $7.9 million for roadwork involved with the Piedmont Triad International Airport Project and is authorized to use progressive design-build with any work that is contracted using this funding, setting a further NCDOT precedent for more progressive design-build projects and funding within the state.

Last Action: April 30, 2026: After the house failed to concur on a SENATE Committee substitute last year, the CONFERENCE committee report was re-referred to the SENATE and HOUSE floors on April 21. Both the SENATE and the HOUSE concurred on the conference committee report on their third reading on April 28, making the bill eligible for the Governor’s desk. The Governor then signed the bill into law as Session Law Number 2026-1.
