Summary: The bill would allow local governments with revenues of at least twenty million dollars to use any project delivery method that most effectively meets their needs for qualified construction projects.
Design-Build Impact: Any of the local governments who met the revenue cutoff could use design-build as long as it was determined by the local government that design-build would most effectively meet the needs of the local government. The construction project including the renovation of or expansion of an existing building also has to have an estimated cost to the local government in excess of five million dollars. This will give local governments within Tennessee wider permissions when it comes to the use of design-build across the state.

Summary: In the event of a transportation system failure or other emergency, grants the commissioner emergency contracting authority to enter into contracts for design-build, construction manager/general contractor (CM/GC), and progressive design-build (PDB) services for the delivery of transportation projects.
