Senate Bill 484: General Services Board

Introduced: Senator Creigh Deeds (D-11)

Summary: The bill restructures the Department of General Services by establishing a General Services Board as a supervisory board and replacing the Governor-appointed Director position with a Chief Administrator appointed by the Board. The bill also transfers various approval authorities from the Governor to the Board.

Design-Build Impact: For capital outlay projects funded through the Central Capital Planning Fund, the State Agency Capital Account, and the Public Educational Institution Capital Account, Virginia-based contractors should not be penalized for a lack of design-build experience have significant experience in constructing comparable projects under design-bid-build. When it comes to procuring said contracts procuring entity shall consider the experience and quality of work that a contractor has done on projects comparable to the project being procured, whether under construction management, design-build, or design-bid-build. This could further lead to Virginia-based contractors who previously were unfamiliar with design-build getting more experience with design-build, and possibly even seeking out DBIA certifications.
