Senate Bill 461: Department of Transportation Projects

Introduced: Senator Mike Henderson (R-03)

Summary: Concerns alternative delivery of projects contracted by the Department of Transportation.

Design-Build Impact: This bill would eliminate the current design-build pilot program which limits WisDOT to no more than $250,000,000 for the six contracts. The bill also eliminates the requirement that DOT maintain an inventory of design-build suitable projects. Instead, the bill provides that DOT may encumber not more than $300,000,000 in each fiscal biennium for state trunk highway improvement projects using alternative project delivery, which is defined as any construction project delivery method, other than design-bid-build, that is eligible for federal funding.

Last Action: January 16, 2026: The bill was enrolled on January 16 after passing through both the SENATE and ASSEMBLY.

Status: Passed by both Houses.
