William (Bill) G. Hasbrook, Jr., FDBIA, MEMS, TCFM is an industry-recognized advocate of the design-build (DB) procurement method for both public and private entities. His decades of experience include DB projects for transportation departments, utility and energy providers, commercial, industrial, food and beverage, pharma-chem, and manufacturing clients, as well as the Departments of Defense, Energy, and State. With a combined DB portfolio approaching $21 billion in total installed cost, he has served in Owner, designer, general engineering consultant, contractor, design-builder, and integrated design-builder roles, so understands each stakeholder’s concerns, expectations, and perceived risks.
A Design-Build Institute of America (DBIA) member since its inception in 1993, he has served in a number of capacities including on numerous chapter, regional, and national committees, as an instructor, both a Southeast and Southwest Regional Board member, 2014 National Certification Board Chairman, and 2018 National Board Chairman. He is the proud recipient of the 2023 Brunelleschi Lifetime Achievement Award – the highest individual honor DBIA bestows and recognizes his decades of leadership in the design-build industry which has had a widespread, positive impact contributing to a fundamental change in the way capital projects are delivered across the nation. He also was inducted into the DBIA College of Fellows (an honor bestowed to date on only 47 of the greater than 6000 credential holders) and currently serves as the College’s Chancellor. This designation represents the highest level of DBIA Certification and acknowledges the achievements of the nation’s most accomplished design-build professionals. He was previously honored with national Design-Build Distinguished Leadership and Design-Build Transportation Leadership awards through DBIA as well as a Member of the Year award by the Society of American Military Engineers (SAME), where he was affectionately called ‘the Professor of Design-Build’ for the then SAME University. He most recently was selected as a recipient of the 2022 WTS Honorable Ray La Hood Man of the Year award for his outstanding achievements, leadership, and contributions to the field of transportation by seeking out opportunities to advance and advocate for women and minorities at local, regional, and national levels.
A 5th generation Texan, Mr. Hasbrook earned his Bachelor of Business Administration from Texas A&M University, and completed numerous executive courses at Harvard University, the University of Michigan, and the University of Texas. He has lectured widely and has authored/co-authored numerous articles, presentations, and papers. He also gives back on the local, state, and national levels of professional and charitable organizations, including such organizations and positions as National Trustee for Cystic Fibrosis and President of the Lone Star Chapter, United Way Committee Chairs, Battered Women’s Shelter Board Member, Youth Alternatives Board Member, Associated General Contractors Municipal Division Chair, San Antonio A&M Foundation Board, TxDOT Alternate Project Delivery Steering Committee, and serving on the Executive Board of the South Texas Council for the Boy Scouts of America (to name just a few). He is a retired Gulf War-era U.S. Air Force reserve officer, and retired member of the Texas State Guard. He is married to the former Jennifer Kay Davis of Conroe, Texas, a recognized national professional in the field of oncology, and has a son and daughter – LT William Hasbrook, a C-130 Aircraft Commander in the United States Coast Guard, and formally trained and accomplished Chef Kelsey Hasbrook.
