Jim serves as Director of Engineering for ESP Associates in the southeast. Jim’s responsibilities include growing the firm’s Transportation practice in Florida, North Carolina and South Carolina. Through his involvement with DBIA, he has become a recognized expert in design-build project delivery. He has directed and served as a senior advisor on a variety of complex highway, bridge, toll roads, interchanges, managed lanes, rail, and transit facilities projects throughout Florida and the United States. Jim has worked on projects for FDOT’s Central Office, Districts, One, Two, Four, Five, Six, Seven, FTE, CFX, MDX and LYNX. He has served as a procurement advisor and owner’s rep for transportation agencies in FL, GA, SC. NC, VA, TN, PA, MD, TX, IL and CO. Jim has provided support to public agencies in the positioning of their projects for implementation under one or more IIJA funding programs, discretionary grants and development of strategies that help address BCA assessment under USACE, USDOT, FAA, FTA or FHWA programs.
Jim received his MSCE from Northeastern University in 1987, his BSCE in 1980 also from Northeastern University. He is a DBIA Fellow and remains active with the DBIA organization.
