Kelly Wheeler is an Associate Director at Turner & Townsend Heery, where she leads complex capital programs across Oregon and SW Washington with a focus on K-12 education, civic facilities, and public safety projects. She has worked extensively in design-build, CM/GC, and progressive design-build models, helping public owners navigate risk, budget alignment, and stakeholder collaboration.
Kelly is recognized for building high-performing, multidisciplinary teams and for championing processes that support accountability, transparency, and innovation. A 2025 Women of Vision Award recipient, Kelly is committed to elevating diverse voices in the AEC industry. She has led major bond programs and flagship, multi-phase projects while mentoring emerging professionals and advancing industry knowledge-sharing. Kelly believes that effective design-build leadership is rooted in balanced risk sharing, proactive communication, and empowering multi-stakeholder teams to use their differing points of view to strengthen the project success.
