Linneth Riley-Hall is Sound Transit’s executive project director for the Federal Way Link Extension. This 7.8-mile design-build project extends light rail from the existing Angle Lake Station to the Federal Way Downtown Station and includes the construction of three stations and garages. Linneth was formerly the deputy chief of staff to Sound Transit CEO Peter Rogoff. Prior to that she was the design and construction contracts manager responsible for the planning, procurement, administration and close out of various complex architectural/engineering and construction contracts, including design-build (DB) and general contractor/construction manager procurement (GC/CM) for capital construction projects related to heavy rail, light rail, systems and facilities, valued in excess of $15 billion.
From 2001 through March 2010, Linneth managed the solicitation, award, execution and close out of the city of Seattle’s public works contracts, in addition to the small business and DBE Program; she developed rules, policies and procedures governing small business and DBE utilization, and alternative public works GC/CM, DB, and job order contracts.
Linneth served as chair on the state of Washington Capital Projects Review Board (CPARB) Project Review and GC/CM Heavy Civil committees. She is a speaker at regional training events related to public works contracting and alternative public works procurement. Linneth currently serves as a board member for the Design Build Institute of America (DBIA) and the state of Washington Capital Project Review Board (CPARB) and is a member of CPARB’s Project Review Committee (PRC).
