Michael (Mike) C. Loulakis, Esq., FDBIA, is a nationally-recognized expert on design-build and project delivery and has almost 50 years of construction industry experience.  Through Capital Project Strategies, LLC, the boutique consulting firm he founded almost 20 years ago, Mike advises public and private sector owners on their project delivery, procurement, and contracting strategies.  His public sector work concentrates on transportation, water/wastewater, and tunneling projects while his private sector work focuses heavily on industrial ones, including domestic and international power generation, petrochemical, and process facilities.  Mike also regularly serves as an arbitrator, mediator, and DRB member for disputes on large industrial, commercial, and public sector infrastructure projects.

An active member of DBIA since its formation in 1993, Mike served on DBIA’s Board of Directors and played a major role in writing DBIA’s standard form contracts.  He was instrumental in the development of the design-build certification standards process and co-chaired the DBIA committee which focused on the development and dissemination of universal design-build best practices.  For years, he was one of DBIA’s top-ranked instructors.  In 2013, Mike was honored with DBIA’s Brunelleschi Lifetime Achievement Award, the highest honor DBIA bestows, and was inducted into the inaugural class of the DBIA College of Fellows.    

Mike holds a civil engineering degree from Tufts University and a law degree from Boston University School of Law.  Prior to founding Capital Project Strategies, he practiced construction law for almost 30 years with Wickwire Gavin, P.C., including serving as the firm’s President and Chairman of the Board.  He has a history of contributing to the advancement of the construction industry and is one of the industry’s most prolific writers and speakers on the subject of design-build.  He lectures at engineering schools around the country and is an Adjunct Professor in the Department of Civil, Environmental & Infrastructure Engineering at George Mason University. In addition to being named a DBIA Fellow, Mike has been honored as a Fellow in the American College of Construction Lawyers and as an elected Member of the National Academy of Construction.  Since 2004, he has been regularly ranked in Chambers USA as one of the nation’s best construction lawyers.
