Rich brings decades of federal procurement and construction leadership to his work advancing design-build best practices. Before retiring from federal service, he spent 32 years in government roles, including Chief of Procurement for the Federal Law Enforcement Training Centers (DHS) and Chief of Construction Contracting for the Federal Bureau of Prisons, where he administered a $2.5 billion federal prison construction program. His portfolio also includes oversight of major laboratory renovations and new construction totaling more than $1.5 billion, including the National Bio and Agro-Defense Facility. He is President of Design-Build Strategic Solutions, LLC, a consulting firm focused on design and construction procurement processes.
At DBIA, Rich leads Region Relations efforts that strengthen alignment between DBIA National and its regions, supporting volunteer leaders and helping ensure consistent delivery of Design-Build Done Right® across the country. His experience spans A/E, design-bid-build, construction manager at risk and design-build delivery, with extensive knowledge of lump sum and GMP pricing structures and incentive-based contracts. A long-time leader within DBIA, Rich has served on the National Board, chaired and supported federal committees and taught for both DBIA and the National Institute of Governmental Purchasing.
He holds a bachelor’s degree in Forest Management and a master’s degree in Management with a focus on Leadership and Organizational Effectiveness.
