The presentation will discuss the US Fish & Wildlife Service’s approach to implementing a DB MATOC in response to Great American Outdoors Act with a 40% small business participation goal. Lessons learned in solicitation preparation for small business in 50 states, evaluation, and award of 200 proposals, a “plug and play” performance specification system to standardize task order scope development, and tools for price proposal evaluation and risk assessment will be covered.

With the roll out of the federal transportation funding program, this presentation provides insight from the Design-Build Team perspective on procurement best practices. Owners should consider a variety of factors in an alternative delivery model: basis for using alternative delivery, level of development of an RFP design, use of Alternative Technical Concepts, use of allowances, engagement with prospective bidders, etc., in order to generate interest from well qualified teams and a fair, competitive bidding environment.

These tools can reduce initial costs, life-cycle costs, design costs and change orders. Learn to use these tools to create an acquisition strategy with NIST and Langley examples.

The FHWA Office of Civil Rights has researched market-ready best practices of the DBE Program in the context of a design-build project and compiled findings in a handbook, “DBE Program Administration and Oversight on Projects with Alternative Contracting Methods.” This presentation will share practices from the handbook to assure efficient, effective and equitable integration of the DBE program in design-build contracting from project conception to completion.
