IDOT Materials Testing and Research Center

For decades, the Illinois Department of Transportation’s (IDOT) materials testing and research functions operated from multiple aging facilities, some dating to 1934. The new approximately 81,000-sq.-ft. Materials Testing and Research Center brings five IDOT groups together on the Hanley Campus in Springfield, creating a shared environment designed around how these teams work, test and collaborate. 

Nearly 43,000 sq. ft. is dedicated to laboratory space housing more than 600 pieces of specialized testing equipment across 10 laboratory divisions. Bringing those operations under one roof required careful attention to everything from equipment and workflow requirements to air quality, circulation, storage and material-handling. The resulting facility provides IDOT with safer, more efficient laboratories while offering flexibility for future testing and research needs. 

Solving Problems Before They Reached the Field

Design-build gave IDOT, the design-builder, laboratory planners and end users an opportunity to work through those requirements together from the start. Weekly coordination meetings began during the proposal phase, while more than 100 Requests for Information (RFIs) helped clarify requirements and resolve uncertainty before construction. That early dialogue also helped the team refine laboratory layouts and workflows, ultimately reducing the planned building footprint to align with the Owner’s budget. 

The same proactive approach carried into construction. Early engagement with ATMI Precast resulted in an insulated precast wall system that improved constructability, durability and energy performance. When soil conditions posed a potential schedule threat, the team determined stabilization requirements early enough to complete the work before winter conditions could impact operations. Later, an in-house survey identified a precast panel fabrication error before joist installation began, allowing the issue to be corrected without affecting the schedule.

Those examples illustrate the value of a team looking ahead together rather than reacting once problems reach the field. For IDOT, the result is a centralized research and testing facility that strengthens its ability to study materials, evaluate performance and support safer, more durable and cost-effective transportation infrastructure across Illinois.
