Winner – Enlightened Owner
This seed project launched New York City’s design-build program under the 2019 Public Works Investment Act, ushering in a major shift in public procurement. As NYC Department of Design and Construction’s (DDC) first project under the new law, it sparked a cultural transformation across agencies and partners. DDC established a dedicated Design-Build Unit, sponsored more than 150 staff for DBIA certification, and extended training to partner agencies. With champions at every level and a foundation of trust, this project paved the way for design-build’s future in the city. One awards jurors said it best, “This Owner put in the time and resources to make design-build succeed and raised the bar for the city.”
