Wilsonville Wastewater Treatment Plant Improvements Project

Faced with growth concerns affecting the permitting and performance of the community’s only wastewater treatment plant, as well as the facility’s aging infrastructure in need of repair and replacement, the City of Wilsonville embarked on an extended process to determine the most efficient and cost-effective method of financing and constructing the needed improvements. For the first wastewater design-build-operate project delivered in the state of Oregon, CH2M HILL’s scope of work for the $44 million capital improvements included permitting, designing, constructing, commissioning and long-term operations, operation, maintenance, repair and replacement of the existing and upgraded 4 MGD treatment plant. The initial 15-year operations contract includes an annual operations and maintenance fee cost of approximately $2 million per year.
