Challenge Design-Build Project Delivery Addressed

The District Department of Transportation (DDOT) chose a design-build-to-budget approach due to limited funding. The original engineer’s estimate for the project, based on preliminary design, included a $450 million cost estimate. With only $260 million available, DDOT pre-qualified five teams. Each bid came in at $260 million and proposed how much project they could deliver for that sum.

Summary

The 11th Street project was the largest construction job in DDOT history, and its first design-build procurement. The primary goals of the 11th Street project were to complete all freeway connections for regional traffic, to replace structurally-deficient bridges along the 11th Street corridor, and to provide a dedicated bridge for local traffic. The entire project promoted job growth and economic stimulus to the area as part of the greater Anacostia Waterfront Initiative.
