Oregon Chapter Breakfast – The Roles and Responsibilities of the Owner Advisor in Progressive Design-Build

To realize the greatest potential from Progressive Design-Build project delivery, often there are critical roles and responsibilities that may be best filled by an “Owner’s Advisor”, a consultancy engaged to assist an Owner through a process they may not have the experience or resources to navigate on their own. This panel discussion with “Owner Advisor” practitioners from across the region will address the range of tasks and services offered from planning & procurement through design & construction and to change management and post-occupancy services.

Learning Objectives:

Understand why a client would engage an Owner’s Advisor for a Progressive Design Build Project
Define and describe the roles and responsibilities of an Owner’s Advisor in project planning and design-builder procurement.
A broader understanding of the range of services and responsibilities an Owner’s Advisor may take on during the design, construction, change management, and post-occupancy phases of a Progressive Design-Build project.

About Our Speakers:

Henry Alaman
Senior Vice President, Otak

Henry Alaman is the Senior Vice President and Oregon and Southwest Washington Regional Director for Otak CPM’s Owner Representative practice. Previously, Henry was the Facilities and Property Management Director for Multnomah County and the Associate Facilities Director at Oregon State University in Corvallis, Oregon.

Henry is currently the Otak CPM Project Executive working on a progressive design-build project for the City of Bend. Henry is leveraging his progressive design-build experience and change management expertise in support of the Juniper Ridge Public Works Campus project.

Additionally, Henry has maintained a Project Management Consulting practice that has focused on providing temporary and interim executive leadership for public agencies and private clients acting as a change agent for scaling processes and procedures that provide consistent value-added services. He has been a consultant to Owners, Architects, Engineers, Contractors, and Subcontractors providing executive management expertise that enhances or expands their in-house capabilities and resources. His firm, Gabayan LLC is a certified minority business enterprise.

Rebecca Blankenship
First Vice President at Hill International, Inc.

Becky Blankenship is a DBIA-certified professional with over 30 years of experience in civil engineering, architecture, and construction. She serves as the First Vice President of Operations for Hill International’s Pacific Northwest practice providing project management and owner advisory services for a wide variety of project types. Becky is an industry leader and champion of PDB project delivery and has worked on 24 PDB projects ranging in value from $3 to $75 Million. She assists owners nationwide in determining the most appropriate delivery method, provides training for owners’ internal departments, guides the procurement of the design-builder, and manages risks unique to the PDB process. Becky currently serves on the DBIA Northwest Regional Board, was a co-founder and president of the DBIA Inland Chapter and is the founder and current president of the DBIA Central Washington Chapter.

Kim Knox
Partner/Senior Project Manager, Shiels Obletz Johnsen

Kim Knox is a Partner and Senior Project Manager at Shiels Obletz Johnsen. She brings 38 years of project management experience, representing public, non-profit, and private clients in all aspects of development. Kim’s focus has been on advancing community-driven projects such as the World Forestry Center Campus Expansion, Oregon Rail Heritage Center Enginehouse, the Oregon Coast Aquarium Renovation, and the Barbara Walker Crossing pedestrian bridge. As Owner’s Representative, Kim’s progressive design-build experience includes the Gladstone Civic Center (2020 opening) and the Gladstone Public Works Facility (underway).

Shandiin Yessilth
Project Manager, Wenaha Group

Shandiin, a member of the Navajo Nation, joined Wenaha Group with a B.S. in Construction Management & Technology from Arizona State University. She brings leadership and passion for construction and project management along with a voracious appetite to expand her experience in the industry. Having served in student leadership positions while earning her degree, Shandiin exhibits those same values and leadership traits in her professional experience. As a Project Manager, she has keen attention to detail, deep care for our clients’ interests, and enjoys the ongoing process of learning and sharing her knowledge with others. Presently, she is managing multi-family housing & K-12 projects respectively with the Confederated Tribes of the Umatilla Indian Reservation and Baker School District 5J.
