The City of Santa Monica has leveraged Progressive Design-Build (PDB) for nearly two decades to deliver several large capital improvement projects, including a $96 million potable reuse facility and $72 million expansion of its groundwater desalter to achieve water self-sufficiency by 2023. The presentation will provide an owner’s perspective on benefits of PDB delivery (e.g., key process equipment selection, risk mitigation, and performance guarantees), tips and lessons
learned for others considering the PDB model.

Sunny Wang has over 20 years in water resources in both the private and public sector. He has a bachelors and master’s degree in environmental engineering. He has planned and managed a variety of water supply and treatment projects throughout his career using design-build.
