Moderator: Stella Fiotes, AIA, DBIA, U.S. Dept. of Veterans Affairs (Retired)

Stella Fiotes is an architect experienced in planning, designing and building complex medical and research facilities. In the federal government, she led facilities programs at four agencies, delivering buildings for biomedical research, climate monitoring, measurement & standards, and healthcare services to our nation’s veterans. Since retiring from federal service, she provides her expertise and leadership to construction and healthcare organizations and advises on facility initiatives for the VA. She is a registered architect and DBIA-certified professional.

 


Nicholas J. Bibelhauser III, PE, U.S. Army Corps of Engineers

Nicholas Bibelhauser has nearly 20 years of experience working with the U.S. Army Corps of Engineers, Louisville District and is currently a resident engineer in Fort Knox, KY. He has more than 16 years of experience as a Contracting Officer’s Representative and Administrative Contracting Officer working on both military and civil works contracts. He graduated from the University of Louisville with a Master’s in Civil Engineering.

 
 
 


Darl Flake, Mortenson

Darl Flake is a Senior Project Manager with Mortenson who oversees the total construction effort to ensure his projects are constructed in accordance with the approved design, budget and schedule. He has more than 16 years of industry experience and holds an MBA from Johns Hopkins University and a Bachelor of Science in Construction Management with a Business Minor from Brigham Young University.

 
 
 


Dave Peterson, DBIA, Mortenson

Dave Peterson is a Design Phase Executive for Mortenson Construction’s Federal Contracting Group, overseeing the group’s design-build pursuits/awarded projects. This group primarily focuses on federal projects nationwide, procured by USACE, NAVFAC, DHS, GSA and other governmental agencies. Peterson is a DBIA Certified Professional, having managed design-build efforts for the last 20 years. He leads a team of design phase professionals located in Minneapolis, MN, and Washington, DC.

 
 


Amy Schaap, AIA, LEED AP BD+C, FHFI, DBIA, Arcadis

Amy Schaap is the Director of Federal Healthcare for Arcadis, a global design and consultancy firm dedicated to improving quality of life. She is an architect and medical planner specializing in federal healthcare design and construction for more than 18 years, leading medical planning teams for projects of all sizes with a passion for supporting our veterans and active military members. She is LEED AP BD+C and DBIA certified and is a Fellow of Health Facilities Institute.
